REMINDER FROM THE ASSESSOR
BUSINESS PERSONAL PROPERTY RETURNS DUE BY SEPTEMBER 1, 2024

As a business owner in the State of West Virginia, you are subject to ad valorem taxes based on personal property owned by your business July 1, 2023 for the 2024 tax year. West Virginia Code requires that we estimate personal property tax assessments for all businesses that fail to file a return and would be subject to penalties and interest.

If you are a new business and did not receive a return, or have not filed, you should contact our office before SEPTEMBER 1. Forms may also be obtained from our website here: Forms

2024 Assessment & Tax Satellite Locations

Harrison County Assessor, Joseph R. “Rocky” Romano, and Harrison County Sheriff, Robert Matheny, will be collaborating to provide assistance with Individual Personal Property and Business Assessments, WV State Farm Census and New Homestead/Disability Exemption Applications. Payment for Personal Property and/or Real Estate taxes can be accepted at the sites without your tax bill in hand. If paying by September 1, you receive your 2.5% discount

The 2024 WV State Farm Census Form must be returned to the Assessor’s Office by September 1, 2024. Forms received after September 1, 2024 will not be accepted per state regulations.

Purchase Dog tags online

West Virginia law requires the Assessor to collect license tax, for the county and cities, on all dogs who are or will be 6 months of age or older by June 30. You will need to include a check or money order (made payable to Harrison County Assessor, no cash please) with your assessment. We will mail dog tags to you at the address listed on your assessment form. All current tags are void September 1 of the following year. Motor Vehicle Property Tax Adjustment Credit

Beginning January 1, 2024, taxpayers are eligible to claim a Motor Vehicle Property Tax Adjustment Credit. The first opportunity to claim this credit will be on a 2024 WV income tax return, filed in 2025, for all timely paid property taxes made on vehicles in the 2024 calendar year.

FARM USE APPLICATIONS DUE BY SEPTEMBER 1, 2024

Applications for Farm Use Valuations and the WV State Farm Census were mailed to agricultural property owners and operators who met qualifications and guidelines the previous year.

These forms request the minimum information necessary to determine eligibility. The Harrison County Assessor’s Office encourages farm property owners to complete these forms immediately. If you have not filed and need assistance or need forms, our office is open to the public Monday-Friday 8:00-4:00 or call (304) 624-8524 or (304) 624-8727. You can also file online: File Online

If mailing your return, it must be received no later than September 1, 2024.

I could not do what I do so successfully without your support. I have a lot of new and improved ideas coming in the near future and I’m extremely excited to bring them to fruition in Harrison County. Tax Estimator / Oil and Gas Calculator

New features have been added to our website. If you would like to Estimate your Oil and Gas Taxes or Estimate your Taxes you can now do that through the links provided or from the Real Estate Dropdown menu.

Classification and Unrecorded Land Contracts

If a taxpayer does not provide our office with a copy of an Unrecorded Land Contract they will not be eligible for the Class II - Owner Occupied status. The burden of proof for classification falls on the property owner. The Harrison County Assessors office has no record of unrecorded land contracts unless the taxpayer provides this proof. Therefore, we are not in error classifying these properties as Class III or IV.

Our office will no longer exonerate properties that were acquired via an unrecorded land contract that was not provided to our office by the taxpayer. The County Commission can only approve exonerations due to a clerical error. Therefore, exonerations will no longer be submitted for this reason. We will correct classification on only the current and future years at the time that proper documentation is provided by the taxpayer.
